The problem you are describing sounds like you may have a vacuum leak somewhere. Listen for a "hissing" noise while running. The unstable idle is most likely caused by that or the the Idle Air Controller, located near the center of the intake plenum (top intake), below the PCV hose. It has an electrical plug attached to it. Disconnect the plug when the idle fluctuation begins. If it stops fluctuating, this IAC can be removed, the screen cleaned and reinstalled usually with good success. Use new "O" rings, clean the "O" ring grooves and the plenum where it mounts. "O" rings are available from Honda only as far as I know. A fast idle valve failure (to the right of the IAC) could also cause consistent fast idle. This valve is kind of like a "controlled vacuum leak" and has a thermostatic element inside kinda like a thermostat. As the engine warms up, the fast idle valve is supposed to close and the car idles at it's normal speed. If this valve fails to close it will idle fast, and have some of the same characteristics of a vacuum leak. It's also a good idea to check the basics too ie plugs, air & fuel filter, ignition timing. There aren't too many things that can cause the problem you described so if you're mechanically inclined you can probably diy.

This man is correct in diagnosing your second problem. In fact this should be FAQ'd because that's one of the best explanations I've ever seen.
In regards to your first problem, it's probably your PGM-FI Main Fuel Relay. Try a search, I've posted where it is and how to test whether or not it works before. It's a very common problem.
