When it is low like 400 I release the brake pedal and it barely wants to move without me pressing the accelerator. That is why it bothers me.

Sounds like you either have a vacuum problem or just simply need to adjust your idle speed.
The cold idle sounds normal. I just adjusted my idle this morning because the cold weather was making my car vibrate a bit at the usual idle of ~600 RPMs. Back up to 750-800 she'll go until it gets warm again
As always: do seafoam, change spark plugs (NGK V-Power), then adjust your idle.
