You never stated that you already had the turbo and injectors. Either way, no, $1500 is enough for the parts needed for 350 whp. You still need engine management which you should have purchased with the money you wasted on the fuel rail.
You could get the turbo up and running, but your expectations for how little money you have is outrageous.
