$1500 is stretching it way to tightly to get a quality and reliable setup. You need to factor in not only the parts, but the fuel management system and tuning.
9 psi with any streetable turbo setup will not get you anywhere near your goal and even if it did, you would need to upgrade your internals to run that kind of power reliably.
