I have the same problem. For now I am content to manually clip my shoulder belt in each time I drive, almost race car like, until I have time to deal with this problem. I replaced the motor and track (its one piece), and it worked for a day and then stopped again, so obviously the problem lies elsewhere.
Many users here, on honda-tech, and on superhonda forums have had this problem, its quite common. I suggest you search the sites to find your answers. Honda warranties all their safety equipment for life so you can have the defective parts replaced at no charge at a dealer. Getting them to do this is a hassle as they will tell you its not covered. A search on this topic will reveal other drivers with the same problem who have had success getting their seat belts fixed for free. The search is your key to wisdom.
