In general, Honda's really don't gain much power from bolt ons. Intake, header, exhaust, if you're lucky ... another 12hp to the wheels.
Based on unbiased sources I've read that's true. The advertised hp of those bolt-ons are usually at high rpm, say 6k and up. The real place to focus is on where you drive normally...up to to 5k, depending on your lead foot.
Generally speaking, I think cams and/or head. Then adding I/H/E would make bigger difference.
