I believe it is illegal to sell used catalytic converters in CA. All the pick-&-pulls I've ever been to have them cut out of the cars before they're put in the yard for customers to pick parts off of.
Just as well you could sell anything used. In this case you wouldn't want certain people to catch you = big fines
