He means a turbine based engine, like a jet engine.
Edit: I just read the rest of your post. Basically, diesel locomotives operate in this mode, it's called a serial hybrid. Basically, the reason engines are relatively inefficient is the large range of power they need to cover, anywhere from ~20 HP for highway cruising to > 100 HP for acceleration, and they are the most efficient at WOT (least pumping and pressure losses). The idea is that the engine is always running at its most efficient point, so you only really have turbolag issues during startup. The engine then charges the batteries pretty much at a constant rate.
The only downsides I see are a) it's loud as hell having an engine running WOT inside a car and b) lotsa batteries, with potential for shorts, undervoltages, and battery fires in an accident.
