The only way the ABS would not activate is if the light is on now. If there are (what I call) 'hidden codes', there are problems with the system but i will only deactivate after an ABS panic stop. Go to autozone and see if there are any ABS codes - sometimes they are hidden and will only show up when you jump the OBDII connector or hook it up to the code reader.
