A larger turbo will create more power at a low psi than a small turbo will create at a high psi.
For example, my small TD05 19G turbo will need to be boosting around 10 psi to get the same results of a larger T3/T4 boosting 6 psi. The larger turbo flows more air than the smaller one, so it creates more power.
