OK.First off what are your goals?Are you going for all motor or tubocharged?If you plan to go all motor then you'l want to rebuild the engine,but personally I would rather get a vtec engine swap like b18c1 or c5 or b16.Just becuase your starting with more power and honestly there is nothing better than vtec (trust me i own a 95 integra ls myself,my buddys gsr leaves me in the dust!).But if you want to stay with the stock powerplant your best bet to get your projected hp (250-300) will be turbocharging.The good thing about the ls is that in stock form it can handle turbocharging BUT YOU MUST KEEP IT AT A LOW PSI, just so you dont put too much load on the engine.A good turbocharger should bring you from 143hp(stock ls) to around 230/240hp give or take.It really depends on the mileage and how well maintained the car is. good luck
