Yes the President can veto a bill, however if any President vetoed every bill that was loaded with pork than nothing will get passed. Besides if the President vetoes a bill that passes the House and Senate by large majorities it only gets sent back to them and they can vote to overide the veto. And when Congressmen and Senators get to bring big packages of aid and money back to their constituents do you really think that was going to happen?
