Rollcages are kinda designed around the theory that youll be wearing a helmet if you crash.
It's unsafe whether it's padded or not on the street. But like you said "In theory if you have a roll bar/cage you should be wearing a helmet" cause your head will be bouncing around hitting the cage WITHOUT a helmet.
