is the turbo new or old.

if the shaft spins freely with your hand & it doesn't spin at all while the engine is running then you've got major probs.

Not to bring up anything stupid but if u got a new turbo & there is something pluging the exhaust inlet of the turbo like a packaging material.. this would cause the problem.

oil seals could be bad but it should still spin while u'r engine is running
