can you turn the shaft manually (with your hand)?

The smoke and oil/coolant problem would not be attributed to your turbo problems in that it does not spool. Also realize that by just revving up the engine you will not create boost. You have to put a load on the engine (drive it) to spool the turbo and create boost.
