i dont own this accord, its actually my girlfriend, but she has had this problem since she was a senior in high school (she graduated high school in '02). she thought nothing of it, but i feel there is a major problem since the buzzing continues the entire time the car is on. what do you guys say?

i thought maybe the pump because it kept clicking on and off, or maybe its as simple as a sensor somewhere. its not the fluid level's, they are all full, and i've already checked all the fuses (under hood in abs fuse box, main fuse box underhood, and next to driver foot). is there somewhere on this car that i can read an ECU code, like i do on my legend (located under passenger foot)?
