I would definately work on the wheels/suspension first. Skunk2 coils + Koni Yellow shocks (if they make them for the 7th gen), a nice rear sway bar, and some stiff tower bars all around. Pick up some 15's or 16's and sticky tires. You won't be much faster strait line, but you will corner better, which is more satisfying in my opinion. You should still have about $1500-$2000 left over. You can hit the bottle or save a little more for a turbo.
