That honey comb stuff is the filter that allows it to pass emissions. If it did not have this it would just be an empty chamber. Even high flow cats will have this material, just a more efficent design that increases airflow thus reducing system pressure. Anything that says that it does not have the material is not a catalyic converter but rather a pipe.
