It's under the frame on the 98-02, it's actually a sub frame, the middle of the bar bolts on behind the front axle line(s). The bar is held in place on the ends with endlinks (smart name) and in the middle with rubber bushings.

Good luck getting the endlinks off the front lower control arms, I had to have Honda cut mine off. I didn't have a socket wrench that would allow me to remove the nut and still fix the end link rod with an allen key. I was actually bending allen keys so even if I had the mystical socket I was a bit hosed during my install.
