It's built into the fusebox, like I said, but I don't think that's gonna stop it from charging. The ELD measures electrical load, so the ECU can anticipate what it's gonna do to hold a steady idle. In fact, outside of USA they don't even have an ELD & their alternators work OK.

Check the connections to the alternator. On my '95 there's a green wire that the ECU can use to shut off the alternator. If that wire has a short to ground, it can shut off the alternator even when the ECU doesn't want to.
