Ninjr4- Yes Retrofitting will make the cutoff perfect if you do it correctly. Retrofitting is basically taking those expensive car headlights and putting them into the civic headlights. if you shroud them properly then there will be a perfect cutoff.

Shmoo- There are different types of Projectors. HID projectors are made differently than Halogen projectors (what a Teg has) the cut off will never be perfect in a teg unless a retro is done to the car.
