That's exactly what I thought.
A friend of mine always told me he could put his car in neutral and hear his turbo boost. I always told him there wasn't any need for it to boost as he wasn't moving or shifting.
You might be able to build a couple psi in neutral, but you won't get anywhere near full boost.
