Well like I said before, if you plan to build the car up then it's not as much of a big deal to stick to a pre-'73 car. You can always redo the exhaust and bump the compression up.

I dunno if I would say 400-600 whp out of a carbeurated Chevy 350 smallblock is "easy," but it's doable. I'd say up to 475 whp normally aspirated is about within reason. Beyond about that level you need more displacement like stroking it out to 383 ci or a power adder like a blower, turbo or nitrous.
