So there is a 98 Civic with 35ish K miles on it. Hasnt been turned on for about two years. What steps should I take to get it to start?

Im assuming try and jump first offm but what else? Any ideas? I know it'll need a tune-up once its running.

Also, the shift stick is VERY sticky, hard to get from reverse to Park. Doesnt feel like it ever lands in the gears. Its Automatic FWIW.
