honestly, during heavy traffic, i do find that being on the phone can be distracting and more difficult to judge nearby vehicle's speeds. other than that, in medium to light traffic, i feel that my peripheral awareness is pretty safe.

Is the risk blown out of proportion?
no. because there are A LOT of idiots on the road who cant drive to begin with, regardless if theyre on the phone or not.

5) Are the current laws regulating the use of cell phones behind the wheel too strict, or is further legal action needed?
i think that a ticket should also be given to the driver in addition to the obvious traffic violation. if the driver did not commit a traffic violation, but the driver is driving either to slow or fast or unsteady and is on the phone, then the driver should be given a new "1 point unsafe driving" ticket.
