The difference in air temp will be very minor.
The hole in the bumper will look ugly as hell.
And since the DIY icebox uses PVC tubing, it's nowhere near as thermally conductive as a stainless steel header is. I doubt wrapping the intake would have much effect, unless you were dealing with a very poorly ventilated engine bay.
