Yes you're correct, also I would imagine that a bypass valve would somewhat decrease the power output of a cold air intake. Incoming air most likely gets disrupted as it passes that valve on its way to the throttle body.

If I only had a penny for every thread I read about hydro locking a motor with a cold air intake installed.

I went with the Comptech icebox myself and drive through puddles with confidence. Here's a picture of my Comptech icebox with a OEM Integra Type R air tube.
That valve cover is just a test fit for a future camshafts and cam gears install.
