Default 94 Accord ABS Problem

I've owned my accord for 8 years now, I have never had any major problems or any problem at all. One day the ABS lights just lit up. I've changed the Motor relay and was unsucessful. I've added oil into the ABS reservoir and that too was unsucessful. I've cleaned all four of the sensors on the wheels and the light still comes on.

The ABS light doesn't alway comes on. It seems like the light comes on when ever it feels like it. Usually if I leave the car sitting for about 1 to 2 hours unignited and then ignite it, the light goes off. It doesn't come back on until a while of driving or leaving the car ignited for about 30mins to an hour. If I ignite the car 3 time consectively, the ABS light would come on again. Can anyone tell me what the problem is without telling me to take it to the DEALER. Without even doing anything the DEALER wanted to replace my whole modulator which cost about 1400 bucks. The breaks works really nicely, but the ABS yellow/orange light annoys the crap out of me. Sometime while driving on the freeway, the light would come on instantly.. After drving with the light on for 10 or 15 mins, I would kick it to nuetral and kill the engine and restart it again. At that point the ABS light would go off for about 30 mins or 15 to another 20 miles and then light up again. What could be wrong? I've heard that the 94 and 95 accord has a lot of problems with the ABS.
