If you backdate to OBD1 (lets see, a $200 jumper harness and $100 stock P28) then pay for 3-4 hours to dyno tune (~$300) and burn a custom chip, yeah, it better give a whopping FIVE! horsepower. My point is there is no stock ECU that will better his performance.

Not likely to say the absolute least. Besides Mr. God-of-Tuning, you should know a stock engine would pop at 13:1 on the factory ECU.
