I had the same problem with my 1996 Accord (DTRL Message, and right high beam not working). Answer to the problem is the DRL Relay which is located just above the brake pedal. It's a four inch by one and a half inch grey box. Disconnect the connector, then slide the box up to remove it. It says DRL Relay on the box. Open it up, and re-solder the connections. Worked well for me. Seems over time the solder joints fail. To buy a new one I hear is approx $130+.
