I would of said that he thought the Fire Marshall was chasing him, since he was tailgating him etc...
Cop didnt clock you speeding. Why would he even give you a ticket?
In some states a "civilian complaint" can warrant investigation and in case of a "reputable individual" may be enough to convict you (i.e. marshall states he followed you at 80 mph and you were still getting away from him when he had to slow done in order to "comply w/ speed limit." So, in cases such as these it is good to confront the accuser (marshal) and stick to your guns.
