My '00 Accord gets 33.6mpg (62,000mi) on the highway.
I use Castrol Syntec 5w-30 motor oil too, I think that helps.
I've had 33.6mpg since day one, my car is also a manual.
I have had a few long-long trips that have netted 40mpg but that's never getting off except for full.
