All the ref's are anal like that. They even check to make sure you have the correct ECU. Everything is by the book. As for pre '75 cars, I don't think there are any restrictions smog wise. They do require working mufflers like normal cars because of noise restrictions, but no smog equipment or carb legal parts. The ref I went to said he would never pass a ZC motor, said they are pretty dirty emissions wise. :dunno:
