Partly. I also believi that people become over confident with ABS and drive more carelessly. ABS does not prevent skidding, even stability control systems have their limitations. You can;t stop the laws of physics, your tires only have a limited amount of traction... that's more dependant on your suspension design in "real world driving", rather than the brakes themselves.
Also consider that that more people are now dirving large SUV's and Trucks than in the past. No ABS system will make a 5000lb car stop as quick as a 3300 lb midsized sedans. The poor handling characteristics of large SUV's also make them unable to avoid many accidents that a smaller vehicle can.
