I'd push more for 404's for that goal. You need the spring kit anyway for the 403's, you might as well step up to 404's. That, plus some cheap used B16A pistons, I/H/E, an S-AFC and some dyno time should get you close enough.
how is he going to use b16 pistons in a b20?? arent those pistons smaller, like for a 81mm bore where as the b20 has a 84mm bore right?? Anyhow if you go with high comp and 404 cams with some tuning i think you can be there.
