You're right, I don't.

What do you define as widespread?

Let's say there's a 100:1 ratio of legitimate beneficiaries to abusers. Is that widespread?

50:1? 10:1? Where do you draw the line?

I can't imagine there is a large enough proportion of people abusing the system to negate its benefits to the people who are legitimately on whatever programs.

Until someone provides some numbers to the contrary, I will continue in that belief.
