That's rhetorical nonsense and goes contrary to the assumption and purpose of the programs, which is to actually help people that need help. The burden of proof is on the person claiming there is some sort of dysfunction in the system.

You can keep on claiming that people are abusing the system, but until I see some actual evidence that is more detailed than your totall unobjective non-numerical observations of some nameless slum, I will continue to believe that people are in fact benefitting and not cheating.
can you show proof that the number of people abusing it aren't high?
