I agree that people needing help to get on their feet should be helped. But what about those people who do not go looking for jobs, who stay at home and find that they can make as much doing nothing collecting welfare than they would make working for minimum wage and decide they would rather not work?
So because a program which helps millions of people stands to be abused by a smaller by several orders of magnitude number of people, we should just not bother to have it all. Makes sense to me.
