you're wrong.
VTEC-E is an economy system. It literally "turns off" one intake valve per cylinder at low RPM's to save gas, the valve opens only enough to prevent fuel from pooling on the deactivated valve. It was introduced in the '92 Civic VX on the D15Z1 engine.
It's VTEC-Economy.
