So the problem was a combination of either the bolts were tightened too much, the bracket wasn't fully mounted, and that the tensioner had too much pressure.
The 96-97 del sol/ 99-00 Si bracket (38930-P54-000) only bolts the 96-00 Civic compressor.

The 94-95 del sol bracket (38930-P30-000) only bolts the 92-95 civic compressor.

You CAN use the 38930-P54-000 bracket in a 92-95 civic to mount the motor, just not the Civic compressor.
