Default High RPMs

Just wondering if this was normal, to get my car to like 60, i have to do at LEAST 3k rpm in each gear to get up to 60 in a decent amount of time (while merging onto a highway). Is this normal for civics? Ive heard that its not good for the car to run the rpms up that high, but if i kept em lower, it would take me like 5 minutes to get up to 60.

Also at about 65mph, i am doing about 3k rpms. Is this safe because i do travel a good distance to work doing about 70-75 @3500 rpms. question is, are civics built for this? or is there some kind of engine oil i can put in there for higher rpms, or even is there somewhere i can tune the tranny....Most autos ive driven do 1,500 @ 60mph

sorry i have a 96 civic 4dr ex d16y8 non vtec
