They need to look through the documents, see who funded HAMAS and whomever else is a state-designated terrorist organization, and put those who donated to them on the list.

If a person who gets put on the list donated to a different charity, and *that* charity then gave it to the terrorist organization, then maybe that person should be a little more careful with what charity they give their money to, and make sure it's not being sent down the line to terrorist groups.
