Default Rear End Noise

Recently replaced all the discs and pads on my 99 Accord EX-L. Since that time I have noticed a tremendous amount of what I can only describe as road noise. It appears to be coming from the rear only.

It increases with increasing speed. Does not change when I shift into neutral(so not a transmission problem). So it seems to be a rolling issue associated with the tires or wheel bearings or something I haven't considered yet.

I have pulled everything apart twice to make sure I put it back together right and everything appears fine.

Is it possible that this is a rear wheel bearing issue? Are they sealed bearings or can I go in and repack or replace them?
