Do strut bars make a diff?
In answer to your question- yes, they make a difference, and you can tell it in everyday driving. But it depends on what you want them to do. If you want them to make the car turn flatter then yes get them. If your racing i.e. autocross, too stiff a front drive car will lift the inside front tire - no traction if the tire is in the air. I used to race C Street Prepared in an 87 Civic Si. in order to handle better I would disconnect the front sway bar, this let the tires stay on the ground and let the front end flex. That gave me better traction and contact in a turn. I was first in my class locally and 2nd in the state.
