Default fuel press causing no spark?

Sorry for yet another "no start" post, but it is not clear to me in the service manual.
1995 Civic 1.6 Vtec
No start, no spark. I did the ignition checks (12V voltage present at ignitor)
Fuel pump runs for 2 sec when key is turned on and is pumping fuel (as checked at 6mm inspection bolt on fuel filter head). The problem is that I don't have a guage to check fuel pressure so I don't know if it is low.
Is there a condition in the computer that will not allow spark if fuel press is low? Or should I pursue ignition (ignitor, etc) as the likely cause of the problem?
