Not exactly. Here in VA, the state emissions law is a list of northern counties that require visual/sniffer testing required to register the car in those counties. The inspection law is statewide, and it happens to have a little check box for "Emissions equipment." Pass that, and you get the one year inspection sticker.

State inspection screws me every time.
