That's the one from the AICV alright. I guess your AICV is not closing properly. Out of curiosity, what color are the wires on your AICV harness? If the AICV is clogged, it won't suck air like that, the car would stall and die. That leads me to believe the problem is electrical. It's supposed to suck air in as you described, but it's sucking in too much.

By the looks of the throttle body, you're working with a D15B7, aren't you? If the intake manifold is the wrong manifold, that's one of the things that could cause this because the idle control valves are different. Can you snap a shot of the manifold on this thing, and maybe the wires on the AICV?

My car did this after a swap, and I know it can be very frustrating. Be patient and you'll get it worked out. The engine runs, so it won't be anything internal. My car cycled from 1000-1900 rpms twice a second. It turned out to be two electrical connections swapped as I described before. It was getting the wrong signal, and you could audibly hear it (AICV) opening and snapping shut.
