its time to remove the control arm altogether, burn out the bushing with the fused bolt (or you can have it pressed if you don't mind paying someone), and replace the bushing (and the bolt, of course). You can have a shop press in another stock bushing, or you can order some ES polyurethane bushings for a bit of a performance/longevity upgrade (the center sleeves of the ES bushings are brass or something... they will never fuse to the bolt).

:edit: seeing how much of a horrible ordeal this stupid seized bolt thing is, I went polyurethane, and honestly, I can't see how anyone would but themselves through the self-abuse of just throwing a stock bushing back on. If so, AT LEAST cover the bolt in anti-seize or something... but I would recomend just switching to polyurethane.

Moreover, its sad that this is such a common problem that we all have dealt with. Its the achille's heel of an otherwise very easy car to work on at home.
