I have a flex shaft for my dremel, and it's made some hard to reach things a little easier. Also you might want to try a bigger cut-off wheel. An air chisel would certainly make life easy. You don't have enough room in there to swing a hammer. Taking the rest of the rear brake and hub assembly loose might give you a better shot at it.
