If he wants to come back make him pay the $7000 a year that it costs the state to send a kid through school. No more state funded babysitting, you need to earn your spot.
I think the point (or at least the hope) of that program is that if you let that kid (who is not able of making serious life decisions such as quitting school) screw up and turn into some moron, he won't be able to get a job or won' want to or whatever, and will end up turning into a vagrant, sucking on society. Either on welfare or some other government program or in prison for some crime. In theory, if some one teacher in any subject can reach or interest that kid, he might not completely fail at life and end up costing the rest of us money.
